Total Set Up Safety Inspection Task Force
Total experienced a succession of very serious accidents, within production facilities in France particularly hard hit.
In response, the company set up a Safety Inspection Task Force to tour 13 industrial facilities in France forming a representative sample of all their businesses. They consisted of six refineries (Grandpuits, La Mède, Feyzin, Flandres, Normandy and Donges), two petrochemical plants (Gonfreville and Carling), three Fertilisers facilities (Mazingarbe, Grandpuits and Grand Quevilly), and two Upstream sites (Lacq and Lussagnet).
The task force was headed by Gérard Roussel, General Manager of the Normandy refinery, who led a team of ten in-house experts. The task force members spent a week at each site, meeting with management and employees and holding wide-ranging discussions with the Health, Safety and Working Conditions Committee (CHSCT) in an effort to understand all aspects of safety management - risk analysis methods, operations management, maintenance and inspection practices, contractor safety, skills management, audit and inspection effectiveness, and organization.
The task force was created by Total's Industrial Safety Department and its assignment was to "understand why situations with a high risk potential still arise in our facilities and why there are still sometimes significant discrepancies between our actual practices and our safety requirements."
The task force completed its assignment in late January 2010.
