CNOOC Plan To Build US$2 Billion Refinery

China National Offshore Oil CorporationCNOOC has signed a deal with WorleyParsons to build a US$2 billion oil refinery in southern Guangdong province, China, in a report issued by the Chinese state media.

This would be CNOOC's first entry into the refining business.
