Technip|JGC|Tecnicas Reunidas Consortium awarded EPC Contract
Technip, leader in a consortium with JGC and Tecnicas Reunidas, has been awarded by Vietnam Oil & Gas Corporation (Petrovietnam) a lump sum turnkey contract for the engineering, procurement and construction of Vietnam's first crude oil refinery to be located in Dung Quat, south of Da Nang in central Vietnam.
The project includes the refinery and the crude oil import facilities. This refinery is designed to have a processing capacity of 145,000 BPSD, which will serve the domestic market and reduce the country's oil product imports.
Mechanical completion of the refinery is due 36 months from contract award.
Major facilities of the refinery include an atmospheric distillation unit (148,000BPD), RFCC unit, LCO hydrotreating unit, naphtha hydrotreater, CCR, sulfur recovery unit, and offsite/utilities facilities.
Vietnam is recognized as the third-largest oil producing country in South East Asia. It remains, however, reliant on imported petroleum products because no refining facility exists inside the country. The concept of this refinery was initiated in 1997, with the utmost efforts being continuously made by Petro Vietnam in examining all possible approaches in order to realise the facility. The consortium members were selected as preferred contractors in 2001, and awarded the contract on 17 May 2005.
During the period through to contract award, the original plant configuration was modified to meet the current updated product specifications in light of the motorisation of Vietnam.
Once fully operational, the refinery is expected to meet 30 to 40 per cent of the domestic market demand and largely improve the import/export trade balance of the country.
Technip's engineering centers in Paris and in Kuala Lumpur will carry out the engineering, procurement and construction contract.
